Board Meeting on Economic Recovery, Tourism, and Social Services

The board approved multiple settlements for lawsuits against the City and County of San Francisco.

The Board approved settlements for several lawsuits. Rebecca Michaels received $280,000 for alleged personal injuries on a city sidewalk. Morton Weisberg was awarded $50,000 after being struck by a City vehicle. Elsa Acevedo Lubguban received $175,000 for personal injury from an alleged dangerous condition on public property. Koreda Tan settled an employment dispute for $180,000, covering grievances, a PERB charge, and a lawsuit. Breonna Richard received $47,500 for an alleged civil rights violation. Kevin Lee settled an employment dispute with the SFPD for $35,000.

Consent Agenda

The board approved the landmark designation for 200 Rhode Island Street, also known as Takahashi Trading Company.

The Board approved an ordinance amending the Planning Code to designate 200 Rhode Island Street (aka Takahashi Trading Company) as a Landmark, affirming the Planning Department’s determination under the California Environmental Quality Act, and making public necessity, convenience, and welfare findings.

The board approved a retroactive grant agreement with Wu Yee Children’s Services for early care and education integrated services.

The Board approved a resolution retroactively approving a grant agreement between the City and County of San Francisco and Wu Yee Children’s Services for Early Care and Education (ECE) Integrated Services, in an amount not to exceed $144,496,672, for the period of July 1, 2022, through June 30, 2024. Supervisors Mar, Safai, Preston, and Walton were added as co-sponsors.

New Business

The board approved the Department of Public Health to accept and expend a grant increase from the Centers for Disease Control and Prevention for the Medical Monitoring Project.

The Board approved a resolution retroactively authorizing the Department of Public Health to accept and expend a grant increase of $108,790 from the Centers for Disease Control and Prevention for a total of $1,164,614 for participation in the Medical Monitoring Project (MMP), for the period of June 1, 2020, through May 31, 2022.

The board approved the Department of Public Health to accept and expend a grant increase from the Centers for Disease Control and Prevention for Strengthening Sexually Transmitted Disease Prevention and Control for Health Departments.

The Board approved a resolution retroactively authorizing the Department of Public Health to accept and expend a grant increase of $2,246,359 from the Centers for Disease Control and Prevention for a total of $3,365,404 for participation in the Strengthening Sexually Transmitted Disease Prevention and Control for Health Departments (STD PCHD) program, for the period of January 1, 2022, through December 31, 2022.

The board authorized the San Francisco Public Utilities Commission to accept and expend federal funds to assist customers with wastewater account arrears.

The Board approved a resolution retroactively authorizing the San Francisco Public Utilities Commission to accept and expend $9,302,044 in federal funds from the American Rescue Plan Act of 2021, administered by the State Water Resources Control Board, to assist eligible residential and commercial customers who accrued wastewater customer account arrears during the COVID-19 pandemic from March 4, 2020, through June 15, 2021. Supervisor Mar requested to be added as a co-sponsor.

New Business

The board approved a grant agreement amendment with Five Keys Schools and Programs for shelter-in-place hotel support services.

The Board approved a resolution approving the third amendment to the grant agreement between Five Keys Schools and Programs and the Department of Homelessness and Supportive Housing (HSH) for support services at a Shelter-in-Place hotel site located at 1231 Market Street; extending the grant term by three months from December 31, 2022, for a total term of September 1, 2020, through March 31, 2023; increasing the agreement amount by $6,522,515 for a total amount not to exceed $27,232,424; and authorizing HSH to enter into any additions, amendments, or other modifications to the agreement that do not materially increase the obligations or liabilities or materially decrease the benefits to the City.

The board approved a contract amendment with 1231 Market Street Owner L.P. for the continued use of hotel rooms for emergency housing.

The Board approved a resolution approving a sixth amendment to an emergency agreement between the Human Services Agency and 1231 Market Street Owner L.P., for the City’s continued use of 459 hotel rooms and associated services; increasing the contract amount by $9,596,148 for a total amount not to exceed $88,568,327; and extending the booking period for a potential total term of April 8, 2020, to March 31, 2023.

The board approved a grant agreement amendment with St. Vincent de Paul Society of San Francisco for the Multi-Service Center South.

The Board approved a resolution approving the fourth amendment to the grant agreement between the St. Vincent de Paul Society of San Francisco and the Department of Homelessness and Supportive Housing (HSH) to provide shelter operations and services at the Multi-Service Center South; increasing the grant agreement amount by $16,986,582 for a total amount not to exceed $25,938,348; extending the grant agreement term by 21 months, for a total term of July 1, 2021, through June 30, 2024; and authorizing HSH to enter into amendments or modifications to the fourth amendment prior to its final execution by all parties that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the grant.

The board recognized the Golden Gate Men’s Chorus on their 40th anniversary.

The board discussed the renewal and expansion of the Tourism Improvement District.

The Board, sitting as a Committee of the Whole, held a public hearing on the renewal and expansion of the Tourism Improvement District. Chris Corgas (Office of Economic and Workforce Development) and Joe D’Alessandro (San Francisco Travel) provided an overview and answered questions. Various individuals spoke in support and opposition of the district. The matter was then heard and filed.

The Board approved a resolution to establish the renewal and expansion of the business-based Tourism Improvement District, ordering the levy and collection of assessments against defined hotel and short-term residential rental businesses for 15 years commencing January 1, 2024, subject to specified conditions, approving modifications to the district management plan, and making environmental findings. An amendment was made to correct a reference to the California Streets and Highways Code. Supervisors Dorsey and Safai were added as co-sponsors.

The board heard an update on Laguna Honda Hospital’s strategy for recertification and the submission of a closure and patient transfer and relocation plan, continuing the hearing to November 1, 2022.
