Consent Agenda

The Board suspended the rules to grant the privilege of the floor to guests. Certificates of Honor were presented to Larry Baer, Sue Petersen, Jack Bair, and Roscoe Mapps of the San Francisco Giants, recognizing the Junior Giants Program and its contributions to youth development through baseball. Supervisor Avalos then introduced and presented a Certificate of Honor to Barry Pearl of the Public Utilities Commission, acknowledging his 33 years of service to the City and County of San Francisco on the occasion of his retirement.

Hearing

The Board continued the hearing and motion regarding a tentative map for a condominium project at 639 Peralta Avenue to December 13, 2016.

The Board held a public hearing regarding the decision of Public Works to approve a Tentative Map for a 2-Unit New Construction Condominium Project located at 639 Peralta Avenue. Supervisor Campos moved to continue the hearing to the Board of Supervisors meeting on December 13, 2016, which was approved. Related motions to approve, disapprove, and prepare findings related to the Tentative Parcel Map were also continued to the December 13, 2016, meeting.

Committee of the Whole

The Board heard a presentation regarding the Street Vacation Order for the Parkmerced Development Project and referred it to the Land Use and Transportation Committee.

The Board convened as a Committee of the Whole to hold a hearing regarding an ordinance ordering the conditional vacation of portions of streets within the Parkmerced Development Project area. There were no speakers from the public. The Committee adjourned and reported. Committee Reports

The Board adopted a resolution responding to the Civil Grand Jury report on the San Francisco Crime Lab and authorized the Mayor to cast ballots for the Central Market Community Benefit District.

The Board adopted Resolution No. 382-16, responding to the findings and recommendations in the 2015-2016 Civil Grand Jury Report, "San Francisco's Crime Lab - Promoting Confidence and Building Credibility," and urging the Mayor to implement accepted findings and recommendations. Also, they adopted Resolution No. 367-16, authorizing the Mayor to cast ballots on behalf of the City and County of San Francisco for parcels of real property subject to proposed modifications to the Management District Plan and Engineer’s Report for the Central Market Community Benefit District.

Public Testimony

Members of the public shared concerns about open government records, personal experiences, and various community issues.

During public comment, Ray Hartz expressed concerns regarding open government records and calendars. Andrew Yip shared various concerns and experiences with the Board. Other speakers shared religious concerns, experiences with domestic violence and rent increases, and concerns regarding police accountability, residential building renovations, social security insurance, the San Francisco Public Library, freedom of speech, and campaign issues. Candie Merrill shared a concern regarding single room occupancy residences.

New Business

The Board adopted resolutions supporting California State Propositions 55, 56, and 58, and continued resolutions supporting Proposition 67 and a San Francisco Unified School District bond election.

Supervisor Mar requested that several file numbers be severed so that they may be considered seperately. The Board adopted Resolution No. 383-16, supporting California State Proposition 55, which extends funding for State Education and Healthcare Initiatives. Resolution No. 384-16 was adopted, supporting Proposition 56, which would increase the Cigarette Tax to fund Healthcare, Education, Tobacco Use Prevention, and Research. Resolution No. 385-16 was adopted, supporting Proposition 58, the California Multilingual Education Act. Resolutions supporting Proposition 67 (ban on single-use plastic bags) and the San Francisco Unified School District bond election were continued to the Board of Supervisors meeting of September 13, 2016.
