Meeting on Peninsula Corridor Electrification Project and "By-Right Housing Approvals" Budget Trailer Bill

President Breed shared an In Memoriam for Dick Shaff, the Vice President/General Manager at SMG/Moscone Center, in recognition of his service to the City and County of San Francisco. Supervisor Peskin shared in this recognition and requested that the In Memoriam be issued on behalf of the entire Board, which was approved.

Committee of the Whole

Supervisors Avalos, Campos, and Farrell were excused from attending the meeting.

Supervisor Peskin, seconded by Supervisor Mar, moved that Supervisor Avalos be excused from attending today’s meeting, and the motion passed. Later, Supervisor Wiener, seconded by Supervisor Peskin, moved that Supervisors Campos, Cohen, and Farrell be excused from attending today’s meeting, which also passed.

Unfinished Business

The board discussed and amended a resolution regarding financial commitments to address the funding gap for the Peninsula Corridor Electrification Project.

The Board discussed the Recommendation of the Budget and Finance Sub-Committee regarding the Seven-Party Supplement to the 2012 Memorandum of Understanding for the Peninsula Corridor Electrification Project, sponsored by Supervisor Cohen. Todd Rydstrom (Office of the City Controller) responded to questions. Supervisor Peskin, seconded by Supervisor Tang, moved to amend the Resolution with a motion that carried. The Resolution was then adopted as amended.

Public Testimony

Members of the public provided comments on various issues, including transportation funding and housing approvals.

The Board heard public comment from several individuals. Andrew Yip shared experiences and thoughts. Christopher Dahl expressed concerns regarding the Municipal Transportation Agency’s funding. Laura Clark, Sonya, Tim Colen, and Michael Theriault all expressed opposition to File No. 160908 regarding the “By Right Housing Approvals” Budget Trailer Bill. Other speakers shared religious concerns, concerns regarding narcissism in politics and open government, and concerns regarding housing and the need for below market housing.

Consent Agenda

The board approved a motion approving Final Map 8253 for a residential condominium project.

The Board approved Motion No. M16-112 approving Final Map 8253, a 76 residential unit Condominium Project, located at 2101 and 2155 Webster Street, being a subdivision of Assessor’s Parcel Block No. 0629, Lot Nos. 016-018, 021C, 034 and 037-040, and adopting findings pursuant to the General Plan, and the eight priority policies of Planning Code, Section 101.1.

Committee of the Whole

Supervisor Wiener temporarily assumed the chair to allow President Breed to participate in the debate on a housing bill.

At President Breed's request, Supervisor Wiener assumed the chair at 2:40 p.m. so the President could participate in the debate on File No. 160908 from the floor. President Breed resumed the chair at 2:44 p.m.

New Business

The board discussed a motion urging the San Francisco Legislative Delegation to amend or oppose the proposed "By-Right Housing Approvals" Budget Trailer Bill, but it was ultimately not approved.

The Board considered a motion sponsored by Supervisor Peskin urging the San Francisco Legislative Delegation to amend or oppose the “By-Right Housing Approvals” proposed Trailer Bill. Jon Givner (Office of the City Attorney) responded to questions. Supervisor Breed, seconded by Supervisor Peskin, moved that this Motion be AMENDED, AN AMENDMENT OF THE WHOLE BEARING SAME TITLE. The motion carried by the following vote, but the amended motion was not approved due to a lack of support.
