Supervisor Haney, seconded by Supervisor Ronen, moved to reopen public comment on both file numbers, which passed. Chief William Scott of the Police Department, Undersheriff Matthew Freeman of the Sheriff’s Department, and Sophia Kittler from the Mayor’s Office provided information and answered questions. Numerous members of the public, including Ryan Fuymomo, Julian Mark, Simone Maganelli, Krista Diaz, Adam, Alexandra, Shawn, Brooke Ashton, Curtis Woo, Francisco Da Costa, Hannah, Jason Kuda, Brandy Morrison, Marianne, Evan, Shanti Singh, Deborah, Rocky Sharma, Anthony, Elliott Wile, Michael, Martin, Greta, Maggie, Matthew, and Ryan, expressed opposition to the city's response to the local emergency and the actions taken. Ben Fen expressed support for the city's actions. Following public comment, Supervisor Fewer, seconded by Supervisor Mandelman, moved to table the motion, and the motion carried.

File No. 200574 concerned a motion to concur with the Mayor's action to establish a curfew in response to the local emergency conditions of extreme peril to the safety of persons and property. Supervisor Haney, seconded by Supervisor Ronen, again moved to reopen public comment on File Nos. 200573 and 200574, and the motion passed. Chief William Scott, Undersheriff Matthew Freeman, and Sophia Kittler again presented information and answered questions.
