The Consent Agenda included several items recommended by the Government Audit and Oversight Committee, all of which involved settling lawsuits against the City and County of San Francisco. These lawsuits covered a range of issues, including an employment dispute (Peter Dayton, $60,000), inverse condemnation arising from flooding (Chris Tilton and Blane Bachelor, $301,000), property damage from sewer backup (Hanover Insurance Company a/s/o YWX Holdings, Inc., $62,500), personal injury on a City street (Max Luster, $75,000), and personal injuries from vehicle collisions (Alyx Cronin, $67,000 and Timothy Doyle, $75,000; Tyler Francis O’Connor, $125,000). There was also a settlement for a civil rights violation lawsuit (Fidelia del Carmen May Can, et al., $140,000) . An unlitigated claim filed by Kim Du Truong for $36,090 related to alleged property damage from flooding was also approved. Lastly, the ordinance amending the Administrative Code to require programs for the vehicularly homeless was passed.

The lawsuit, initially filed as Keenan Hopkins Suder & Stowell Contractors, Inc. vs. Webcor Construction LP et al., involved an alleged failure to provide complete and accurate designs under a construction contract related to the San Francisco General Hospital Rebuild Program. As part of the settlement, the City will pay Keenan Hopkins Suder & Stowell Contractors, Inc. $9,750,000, and Webcor will pay Keenan $5,500,000.

These included the summary street vacation of the 900 block of Francisco Street as part of the development of Francisco Park, amendments to the Plumbing Code regarding the placement and minimum size of building traps, and a Development Agreement between the City and SYTS Investments, LLC, for the development project at 915 Cayuga Avenue. Ordinances related to the Cayuga/Alemany Special Use District and zoning map changes for 915 Cayuga Avenue were also passed on first reading.

The board introduced a range of new legislation including ordinances related to affordable housing funds, temporary use permits, banner fee waivers for SOMA Pilipinas, property leases for the South End Rowing Club and Golden Gate Yacht Club, and a resolution for exercising a lease extension option for the Pacific Bay Inn. Additionally, resolutions were introduced concerning multifamily housing revenue notes for Abel Gonzales Apartments, the establishment of the Civic Center Community Benefit District, and the support for Kome Seafood Buffet workers’ demands. Furthermore, resolutions urging the naming of the Central Subway’s Chinatown Station after Rose Pak and commemorating Transcontinental Chinese Railroad Workers Day were introduced. A motion was also made concerning the appointment of Steve Heminger to the Municipal Transportation Agency Board of Directors.

Requests for hearings were made regarding budget priorities, overtime spending, vacant positions, incarceration spending, electric service, and the North of Market/Tenderloin Community Benefit District.

Several supervisors requested hearings on various topics including budget priorities for clean streets, support for non-profits and small businesses, the budget impact of overtime spending and vacant positions, city spending related to incarceration, and the San Francisco Public Utilities Commission's preliminary report on safe, reliable, clean, affordable electric service. A hearing was also scheduled for the Board of Supervisors sitting as a Committee of the Whole on June 25, 2019, to consider the renewal and expansion of the North of Market/Tenderloin Community Benefit District.
