The San Francisco Board of Supervisors convened remotely on April 27, 2021, addressing a wide range of issues including housing, settlements, and legislative support. The board approved several settlements of lawsuits and unlitigated claims, as well as measures related to housing revenue bonds and the acceptance of grants for community development. They adopted the City’s Five-Year Financial Plan and continued a hearing on Recology. Resolutions were passed supporting various California State Assembly Bills and United States Senate Bills related to climate adaptation, public banking, the SAFE Banking Act, and more. A number of Supervisors proposed more resolutions for recognition and appreciation.

The Board approved a grant for the Public Defender's Office and settled several lawsuits and claims.
The Board approved Ordinance No. 063-21, retroactively authorizing the Public Defender's Office to accept and expend grants from the Crankstart Foundation ($250,000) and Kelson Foundation ($35,000) to expand the Clean Slate Unit. They also approved several settlements, including a lawsuit filed by Frank Villa for $64,250, lawsuits filed by Luis Angel Garcia Valencia ($41,000), Jennifer Galarza ($100,000), Elena Ruiz-Diaz and Mercedes Arroyo ($600,000), and Armin Abdollahvand ($50,000). Additionally, the board approved settlements with Ramsey Abouremeleh, Shipt Inc., Katherine Ripley, Luis Hernandez, and Farmers Insurance Exchange.
Consent Agenda
The board approved measures related to graffiti abatement and electric facilities development projects.
The board approved Ordinance No. 064-21, suspending certain provisions of the Graffiti Removal and Abatement Ordinance and waiving certain unpaid fees and fines due to the COVID-19 pandemic emergency. Ordinance No. 065-21 was also approved, amending the Administrative Code to authorize the Public Utilities Commission to contract with developers for installing electric equipment without competitive bidding under certain conditions.
Unfinished Business
The Board decided to delay final passage of an emergency ordinance related to workplace ventilation standards enforcement.
Supervisor Safai moved to continue the final passage of the emergency ordinance concerning the enforcement of workplace ventilation standards in high-rise buildings (50,000+ sq ft nonresidential) with mechanical ventilation systems, requiring certification of compliance and addressing complaints, to the May 4, 2021 Board of Supervisors meeting. The motion carried unanimously.

The Board approved a small business emergency relief program and designated agencies for the 2021 Annual Fundraising Drive.
The Board adopted Resolution No. 181-21, retroactively authorizing a small business emergency financial relief program administered by the Office of Economic and Workforce Development (OEWD), authorizing the Director of OEWD to enter into agreements not to exceed $7,300,000 with the California Rebuilding Fund, LLC, and Kiva Microfunds. Supervisor Mandelman was added as a co-sponsor. Luke Brewer from the Office of the Controller responded to questions. The board adopted Resolution No. 182-21, designating agencies for the 2021 Annual Joint Fundraising Drive.

The Board approved resolutions related to multifamily housing revenue bonds for several projects.
The Board approved Resolution No. 166-21, for Treasure Island Parcel C3.1 (6th Street at Avenue C) for $100,000,000, Resolution No. 167-21, for 241 Sixth Street (Knox SRO) for $16,500,000, and Resolution No. 171-21, for SFHA Scattered Sites (4101 Noriega, 363 Noe, 200 Randolph/409 Head, 2206-2268 Great Highway, 1353-1367 Eddy) for $60,000,000. Each resolution authorized the Director of the Mayor’s Office of Housing and Community Development to submit applications to the California Debt Limit Allocation Committee (CDLAC).

The Board approved accepting grants and a software gift related to housing and community development.
The Board approved Resolution No. 168-21, retroactively approving the CARES Act Community Development Block Grant Coronavirus Round 3 (CDBG-CV3) Program and authorizing acceptance of $9,626,923 from HUD. The Board adopted Resolution No. 170-21, authorizing the Mayor’s Office of Housing and Community Development to accept a $1,236,373 in-kind software gift from All Home and Bay Area Community Services.

The Board approved a contract modification for the Central Subway's train control system.
Resolution No. 169-21 was adopted, approving Modification No. 3 to Contract CN 1266-2 with Thales Transport & Security Inc. for the Advanced Train Control System (ATCS) for the Central Subway Project. This modification increased the contract amount by $12,831,743.60 for a total of $27,730,300.40 and extended the completion date.

The Board approved a loan agreement for an affordable housing project on Geary Boulevard.
The board adopted Resolution No. 172-21, approving a loan agreement with 4200 Geary Associates, L.P., to finance the acquisition of real property and predevelopment activities for a 100% affordable multifamily rental housing project at 4200 Geary Boulevard, totaling $14,538,982. Supervisor Chan was co-sponsor.

Ordinance regarding settlement of the lawsuit filed by the City against Recology San Francisco, Sunset Scavenger Company, and Golden Gate Disposal and Recycling Company, requiring restitution payments to ratepayers and civil penalties, was continued on first reading to a Closed Session at the Board of Supervisors meeting of May 4, 2021.

The Board initiated a landmark designation for a Diego Rivera mural.
The board adopted Resolution No. 187-21, initiating landmark designation under Article 10 of the Planning Code for Diego Rivera’s fresco, titled “The Allegory of California,” painted in 1931 and located at 155 Sansome Street. Supervisors Chan, Mandelman, and Safai were added as co-sponsors.

Motion No. M21-069 was approved, appointing Ali Jamalian, Aaron Flynn, and Jessica Cry to the Cannabis Oversight Committee. The Board approved an ordinance to prevent the removal of community kitchens in group housing.
The board passed on first reading an ordinance amending the Housing Code to prohibit the removal of existing community kitchens in group housing. Supervisor Mandelman requested to be added as a co-sponsor.
