Approval of a lease agreement with Dolphin Swimming and Boating Club for city property.

The Board approved a lease between the City and County of San Francisco and Dolphin Swimming and Boating Club for City property located at 502 and 504 Jefferson Street. The lease includes an annual rent of 10% of gross receipts not from Dolphin Day, and 4% of gross receipts derived from Dolphin Day, for a 25-year term with an option to extend for 24 years. The agreement waives the Administrative Code's market rent determination requirement and affirms the Planning Department's determination under the California Environmental Quality Act.

Approval of grant acceptance and expenditure for a home visiting program and amendment of the Annual Salary Ordinance to add a position.

The Board approved an ordinance retroactively authorizing the Department of Public Health to accept and expend a $658,150 grant from the California Department of Public Health for the "California Home Visiting State General Fund Expansion" program for the period of July 1, 2021, through June 30, 2023. The board also amended Ordinance No. 109-21 to provide for the addition of one grant-funded full-time Public Health Nurse position.

The Board approved an ordinance amending the Administrative Code to authorize a cash revolving fund with a maximum amount of $7,000 for the Office of the City Administrator - Real Estate Division.

The Board approved a resolution authorizing the Office of Contract Administration to enter into a contract with Intervision Systems LLC for the purchase of networking equipment, software, and hardware/software support manufactured by Juniper Networks Inc., with a contract not to exceed $40,000,000 and a total contract duration of five years commencing on February 1, 2022, through January 31, 2027.

The Board adopted a resolution retroactively authorizing the Office of Economic and Workforce Development to accept and expend a $500,000 grant from the North Valley Workforce Development Board to expand San Francisco’s public workforce development system to respond to an additional 100 dislocated workers impacted by COVID-19 for the grant period of October 1, 2021, through August 19, 2023.

The Board adopted a resolution approving for Internal Revenue Code purposes the reissuance of Revenue Obligations by the California Enterprise Development Authority in an aggregate principal amount not to exceed $11,400,000 to finance or refinance certain educational and related facilities owned by the National Center for International Schools.

Approval of a resolution of intention to establish a special tax district and to incur bonded indebtedness for the Power Station project, with an amendment to include a specific hearing time.

The Board adopted a resolution of intention to establish City and County of San Francisco Special Tax District No. 2022-1 (Power Station), Improvement Area No. 1 and a Future Annexation Area, setting a hearing date for March 8, 2022, at 3:00 p.m. An amendment was approved adding ‘3:00 p.m.’ to the resolution. The Board approved on first reading an ordinance amending the Administrative Code to require landlords pursuing certain types of evictions to first provide their tenants written notice and an opportunity to cure, unless the eviction is based on an imminent health or safety issue or the non-payment of COVID-19 rental debt.

The Board, sitting as a Committee of the Whole, heard updates on the progress and implementation status of the Unites States Department of Justice recommendations regarding reforms within the Police Department. Catherine McGuire and Acting Captain Eric Altorfer (Police Department) presented information and responded to questions. Public comment was heard.
