Appropriating tax increment revenue bond proceeds for the Treasure Island Infrastructure and Revitalization Financing District for FY2022-2023.

An ordinance was passed appropriating $4,711,123 from the issuance of Treasure Island Infrastructure and Revitalization Financing District (IRFD) No. 1 Tax Increment Revenue Bonds. The funds were appropriated to the affordable housing project in the Mayor’s Office of Housing and Community Development in Fiscal Year (FY) 2022-2023.

Approving a lease and property management agreement with Dolores Street Community Services for property on Mission Street to provide permanent supportive housing.

An ordinance was passed approving and authorizing the Director of Property and the Executive Director of the Department of Homelessness and Supportive Housing (“HSH”) to enter into a Lease and Property Management Agreement (“Agreement”) with Dolores Street Community Services to lease, operate, and maintain the real property and residential improvements at 5630-5638 Mission Street (“Property”) for an initial five-year term. Base rent is set at $1 per year with no annual rent increases, and the City will pay net property management and operating costs not exceeding $10,741,000 over the five-year term. The agreement serves a public purpose by providing Permanent Supportive Housing for formerly homeless and low-income households. The Property is exempt from contracting requirements in Administrative Code, Chapter 6, but must comply with prevailing wage and apprenticeship requirements of Administrative Code, Section 23.61.

The California Department of Alcoholic Beverage Control was requested to impose conditions on the issuance of the license.
