Clerk Calvillo reported receiving a communication from the Department of Elections certifying the candidates who received a majority of votes in the November 8, 2022 election. The certified candidates included Catherine Stefani for District 2, Joel Engardio for District 4, Matt Dorsey for District 6, Rafael Mandelman for District 8, and Shamann Walton for District 10. Additionally, she received a communication from the Controller confirming the certification of surety bond requirements for all newly elected and re-elected Board Members, as per the Administrative Code. Calvillo explained that the meeting's purpose was to elect the President of the Board, which was required due to January 8th falling on a weekend. Finally, she reported that there were no vacancies in the District offices.

The Clerk outlined the nominating principles for the election of the President of the Board. Supervisors Ronen, Stefani, and Melgar nominated Supervisors Walton, Mandelman, and Chan, respectively. After inquiring about further nominations and receiving no response, the nominations were closed.

Paulina Fayer, William Jake, Joe Kunzler, Marie Hurabiell, Cheryl Traverse, Jared Goldpine, Fred Winograd, Alice Savior, and Marina spoke in support of Supervisor Rafael Mandelman. Theodore Randolph expressed concerns regarding affordable housing.

The Board conducted multiple rounds of voting for the President of the Board of Supervisors, without a majority being reached initially.
The Clerk outlined the principles for the election of the President of the Board. Supervisors Walton, Mandelman, and Chan accepted their nominations. The roll was called multiple times. Through twelve rounds of voting, no nominee received a majority of the votes. Supervisors Chan and Melgar voted for Chan. Supervisors Dorsey, Engardio, Mandelman, and Stefani voted for Mandelman. Supervisors Peskin, Preston, Ronen, Safai, and Walton voted for Walton in each round.

The Board reopened nominations for the election of the President of the Board, and nominated another candidate, before going into recess.
Supervisor Chan, seconded by Supervisor Peskin, moved to reopen nominations for the election of the President of the Board of Supervisors. The motion carried with nine ayes and two noes (Dorsey and Engardio). Supervisor Peskin then nominated himself. Supervisor Mandelman moved to recess the meeting, which carried without objection. The meeting was recessed at 11:33 a.m. and reconvened at 11:48 a.m.

The spread of votes was as follows: in rounds 13 and 15, Chan received 2 votes (Chan and Melgar), Mandelman received 4 votes (Dorsey, Engardio, Mandelman, and Stefani), Walton received 5 votes (Peskin, Preston, Ronen, Safai, Walton), and Peskin received 0. In round 14, Peskin received 3 votes (Chan, Melgar, Peskin), Mandelman received 4 votes (Dorsey, Engardio, Mandelman, Stefani), and Walton received 4 votes (Preston, Ronen, Safai, Walton). In round 16, Peskin received 4 votes (Chan, Mandelman, Melgar, Peskin), Mandelman received 3 votes (Dorsey, Engardio, Stefani), and Walton received 4 votes (Preston, Ronen, Safai, Walton). Supervisor Ronen moved to recess the meeting, which carried unanimously. The meeting was recessed at 11:57 a.m. and reconvened at 12:09 p.m.

Supervisor Peskin was elected as the President of the Board of Supervisors after multiple rounds of voting.
Round 17 of voting resulted in President Peskin receiving a majority of the votes. He received 7 votes from Supervisors Chan, Dorsey, Engardio, Mandelman, Melgar, Peskin, and Stefani. Supervisor Walton received 4 votes from Preston, Ronen, Safai, and Walton. Chan and Mandelman received no votes. Peskin requested Supervisors Chan, Mandelman, and Walton escort him to the dais, and he assumed the chair.

She spoke about the various issues and challenges facing the City, including homelessness, open air drug use, and housing. She expressed her desire to continue working with the Members of the Board to ensure the success of the City's future.
