The meeting was called to order for the inaugural session of the Board of Supervisors.

The inaugural meeting of the Board of Supervisors of the City and County of San Francisco was called to order by Angela Calvillo, the Clerk of the Board, at 2:09 p.m. on Wednesday, January 8, 2025. The meeting was held in the Legislative Chamber, Room 250, at City Hall. All eleven Supervisors were present: Connie Chan, Chyanne Chen, Matt Dorsey, Joel Engardio, Jackie Fielder, Bilal Mahmood, Rafael Mandelman, Myrna Melgar, Danny Sauter, Stephen Sherrill, and Shamann Walton.

The Board certified the election results and confirmed the surety bond requirements for the newly elected supervisors.

Clerk Calvillo communicated the credentials, reporting receipt of certification from the Department of Elections regarding the supervisors elected on November 5, 2024: Connie Chan (District 1), Danny Sauter (District 3), Bilal Mahmood (District 5), Myrna Melgar (District 7), Jackie Fielder (District 9), and Chyanne Chen (District 11). She also confirmed receipt of communication from the Controller confirming surety bond requirements for all newly elected and appointed Board Members were established, as per Administrative Code, Article IX, Section 16.122(a)(e). Finally, she noted that the meeting was scheduled for 2:00 p.m. to accommodate the Mayor's Inauguration attendance of the Board Members, and all District offices were filled as of noon on January 8, 2025, due to the swearing-in of all newly elected and appointed members. The presence of all three branches of government was emphasized to underscore the importance of unity in addressing San Francisco's challenges.

The Board opened nominations for the position of President of the Board of Supervisors, with Supervisor Mandelman nominated.

Clerk Calvillo outlined the principles for nominating the President of the Board. Members could nominate themselves or another Member; nominees would state their acceptance, and nominations could be withdrawn at any time before the nominations are closed. Members could vote for themselves, and nominations could be reopened with a majority vote. Supervisor Dorsey nominated Supervisor Mandelman, which was supported by Supervisor Chan. After inquiring if there were any further nominations and receiving no response, the Clerk closed the nominations for the Office of the President of the Board of Supervisors.

The public shared their concerns and congratulations regarding the election of the President and other issues facing the city.

During the public comment period, Thierry Fill shared concerns regarding the election of the President. Lea McGeever expressed opposition to Supervisor Mandelman's presidency. Steven, Mabel Tang, Coretta Louie, Barbara Skinner, and Beverly Upton congratulated the newly elected and appointed Members of the Board. A speaker voiced support for Supervisor Mandelman as President of the Board. Gloria Berry raised concerns regarding overdose statistics, housing, and food security. There was another speaker who expressed support for Supervisor Mandelman as President of the Board.

Supervisor Mandelman was elected President of the Board of Supervisors in the first round of voting.

Supervisor Mandelman accepted the nomination for President of the Board of Supervisors. Clerk Calvillo outlined the voting principles: voting would occur in alphabetical order, with no abstentions or passes; Members would state their preference from the nominees, with the first nominee to receive a majority vote becoming President. Supervisor Mandelman received a majority of the votes in Round 1, with Supervisors Chan, Chen, Dorsey, Engardio, Fielder, Mahmood, Mandelman, Melgar, Sauter, Sherrill, and Walton voting for him. President Mandelman requested Supervisors Dorsey and Chan to escort him to the dais as he assumed the chair.

Remarks

President Mandelman acknowledged the ancestral homeland and called for a moment of silence for former President Jimmy Carter.

President Mandelman presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1. He then called for a moment of silence to acknowledge the passing of the 39th President of the United States, Jimmy Carter.
